The ideal gas law is PV=nRT, where T is measured in Kelvin.
Assume that one room is 18 degrees Fahrenheit colder than the other. That is 10 K. The difference in pressures, assuming SRT would be 298K for the warm room vs 288K for the cold room, a difference of less than four percent.
Four percent of 13.5 PSI is 12.96 PSI, less than a quarter of the difference they are talking about.
So, unless they filled the Colts' balls in an industrial freezer, good luck with that harebrained theory.
