To much cash at stake to finish the investigation and interview Brady. If they found anything they would be forced to not let him play and that would kill all betting around the world. Goodell also is probably hoping the Pats lose so he can just hand a weak ass fine to his buddy. If they win it will be extremely tough for him not to hammer them hard.
