Logical reasoning -- different starting point PSIs, plus Patriots conditioning of the balls prior to the game, plus possible different temperatures when inflated.
Also note the 2.0 PSI number is NOT verified. And may NEVER be verified because apaprently the NFL doesn't log the PSI numbers.
