Yes. NBA teams don't draft based on college production, they draft based on potential.

For some guys, it clicks in earlier than others (see Wiggins/Embiid last year). For some guys, it takes longer (the Morris twins were a ****ing mess in year 1 for example, but they become elite in year 2/3 and are now very productive NBA players). Talented freshmen struggling at the NCAA level is not exactly a new phenomenon.
