Yeah that's a good question. It's not very many. The combine selection group's stated goal is to invite everyone who ends up getting drafted. They invited about ten players per team this year, and there are typically eight players per team drafted (32 comp picks awarded yearly.)
Sometimes a guy should clearly be invited and is jot for some reason but still gets picked high. For example, Brandon Brooks in 2012 was not invited despite completely dominating the Shrine game. He ended up having a private workout with only a few teams including the Steelers. He ended up being drafted by the Texans in the third round before Pitt had a shot at him there. He was noted by Pro Football Focus (who certainly has a lot of flaws) as the best lineman on the 5th (or was it fourth) rated OL this year.
When obvious guys are left out, it really makes me think there is a reason rather than an oversight.
