The signs are a CYA move. The students know it, the administration knows it, the parents know it. The school has to be able to show that it was taking bullying seriously. It's just a hard problem to deal with. Always was, always will be. I have to say though, it sounds to me like physical bullying is on the decline (present story notwithstanding). Openly gay kids all over the place now in school and seemingly no one gives two shits... (at least that's what my kids tell me). It's the cyber bullying I worry more about. The video of my kid at an embarrassing moment that gets a billion hits around the globe on you tube. That shit can weigh heavily on a kid and they are at risk of it every damn day.
