You should also remember that Varys (the Eunuch) has been working behind the scenes to help restore the Targaryens for quite some time -- even before Robert died. They would likely have other allies in Westeros. |
Jorra also tells her that the army she needs is already in Westros and Daario also tells her that "anyone can
buy" an army. Her stint with the Dolthraki and now with the Unsuillied (& company) are just tests, getting her ready/experience for ruling. It's pretty blatantly setup for her to rule Westeros. IMO the only people who have it right so far are the Brotherhood Without Banners.. monarchy is clearly an outdated and disastrous form of organization
