She is really screwing things up (no surprise). She basically told Kevan to go to hell -- brilliant idea to tell the head of a major house, and her most natural ally, to **** off.
She is no alienating House Tyrell. Baratheon (Stannis) is already against her, Martell (Dorne) has her daughter as a hostage, and has no particular reason to love Lannisters (just the opposite really), the North is, first, greatly weakened due to the fall of House Stark, and second, really far away.
That leaves her with basically Petyr Baelish, currently and nominally running the Eyrie. That's basically it. Plus the king's own direct soldiers, etc.
Olenna Tyrell is in a ticklish spot. Cercei is behind it all, as she knows, but she wants to support the crown in the form of Tommen/Maegery, but not Cercei.
