From my understanding, Houston's franchise number for his position is $13 million, whereas the franchise cap number for a QB in 2016 will be closer to $25 million.

If Wilson and the Seahawks can't agree to a long term deal before 2016, that's a gigantic cap hit for a team filled with younger players about to enter into their second contracts.
