The University sent out an Email to ALL University Email accounts the day after the Payton Head incident saying exactly that.

This was a mob and nothing but. 1950 is demanding the instutition of systematic racism after a series of racist incidents that are only about 50% likely to have had anything to do with the student body.

No, he didn't bury his head in the sand. He simply didn't jump high enough for this particular fringe group and one kid that's still pissed off that Mizzou didn't issue a public statement to address Ferguson.
