Not all of Dany's chapters in ADWD are boring, though several of them are. But even her chapters are more palatable in a combined read with AFFC because they are more spread out that way. Jon's chapters also drag on a bit in some cases in ADWD.
The problem is that ruling is kind of boring, and watching Jon and Dany learn to rule and struggle making all the minutia decisions they have to make is just not super entertaining reading and pales to the action in prior books when they were waging wars and gaining their positions.
But the focus on ruling is important to the overall story, and to the theme of power and the game of thrones. Only the Lannisters have been able to make ruling less boring, and that's because Tyrion is always interesting, Cersei is crazy and is fun to watch implode, and Tywin was just a ruthless bad-ass who never had to struggle making hard decisions like Jon and Dany who have a conscience.
GRRM is making a point...Ruling is hard, tedious and often thankless, and every decision, even if made for good reasons, can have negative and/or unforeseen consequences.
But you can't go into AFFC and ADWD expecting them to be like ASOS, because they are not that book and are not trying to be.
