It's probably not the collarbone that's distracting the males.*
"Distracting the males" is a pretty Taliban reason to have any policy regarding women. Women (18 or over) should be able to walk the streets naked without worrying about whether males are distracted. I hope I live to see the day when that happens.
*This assumes she's 18. If she's not 18, I don't even see a female in that picture and am wondering why there's a photo of a trophy case in the thread.
