There's gotta be a rule about that somewhere. Otherwise you may as well not have the new deal deadline in July.

If there's no rule against it, then teams could just negotiate past the deadline into August, get it drawn up with verbal consent, then rescind the tag and have the guy sign the dotted line in the same day.
