They're mostly 'per game' incentives as well as catch/yards incentives, IIRC. How they're classified is based on how the player played the year before.
Well Streater hardly played the year before and the NFL isn't supposed to consider why in that calculus. He only played 1 game so by the general rule, only 1 game worth of game incentives should've been considered LBTE. And as he had 1 catch for 8 yards, none of the catch/yard incentives should've been considered LBTE.
To me this is just righting a wrong, not actually changing much. I mentioned it the first time I noticed his cap figure; it never made sense for those to be called likely to be earned based on any rule I could find.
