Not true. That's like saying pork loin is basically Canadian bacon.
It's the same cut, but bacon is cured and smoked. Pork belly is typically roasted or braised. The flavor of pork belly will be distinctly porky (not bacony), and the texture will be totally different.
Pork belly is awesome, though.
