Goff came out of the Hal Mumme gimmick Air Raid offense that Sonny Dykes runs. His numbers were incredibly skewed coming out of college and he was going to require a complete retooling to get him ready for the next level.
(Go look at the insane numbers that Bears QB Davis Webb is putting up this season.)
He ain't starting because he basically has to re-learn the position before they throw him to the wolves of NFL defenses on a weekly basis.
