Draft and develop QB. Smith can be the caretaker.
Trading for Smith was fine, maybe even smart just to get back to a comfortable level of competence at the position that can hold the fort down, but to make him your QB of the future and attempt to build a team around him that can win it all is a long shot plan due to the limitations at the QB position itself. You also have to be better than most of the league at drafting and developing most other positions to make up for your deficiency at the most important position.
Yes it can be done, but so many things have to go just right for it to work starting with a top 5 Defense minimum. Theres basically no margin for error.
