I think it's a clear yes.
For whatever reasoning that we can spin, conjure, or push for agenda's sake... Andy has grown very comfortable with giving as little as he can on offense... leaning on the D and STs.. until it becomes clear that this win formula is at risk of failing.
Me? I believe that this strategy is a reflection of the turnover battle. Pick and choose the spots to take the reins off of the offense. To his credit, it has predominately worked... and winning IS all that matters to the HC.. and GM, for that matter. Only fans GAF about pretty stats, rankings, and FF numbers.
