Depends on the situation. If you run into someone going about their business, simply ask for a picture, and they glumly comply. Yeah, that's weird.
But, say you happen across the likes of Tom Hanks jogging while preparing for your wedding in Central Park, and you have a friendly conversation and he's genuinely happy to encounter your blessed day. Who wouldn't want this in their memory book?
