Can you report someone for littering if they throw their cigarette out the window (license plate number)? I was on a two lane road with just brush on both sides the other morning, much of the brush being VERY dry here, and some dumbass throws their butt out the window. Who in their right mind didn't understand any fire danger at that point?!?!
