However I can tell you that I once built a pool for very rich guy who's entire job was this:
He would buy cars, clean them up, and resell them for a profit. He was always selling multiple cars.
He would always remove the seats entirely to clean them up. Over the 30+ years he did the work he found tens of thousands of dollars worth of loose change.
It's not out of the question that these men operate a similar enterprise.
Having said that, if you're unsure, just walk away. Find a white guy named 'Jones' to buy from if that makes you feel better.

My girlfriend's neighbor does this. It sometimes can be a pain because there's always cars around, like 5 or 6. But he does this on the side to make money along with his regular job. So the GF doesn't mind. Plus, they're really nice. They're Mexican.
