The funniest part to me is that you could tell that he was internally debating whether to say it as he was speaking, and he decided to go for it. But his tone of voice told me he wasn't quite convinced that it was a good idea.
I didn't really think it was particularly funny or clever, but whatever. I expect some people to fly into a tizzy over it, but I don't think it's a joke about rape. It's a joke about a guy who got called out for wrongdoing.
