If he puts his head down to run through a guy then yes it is legal and it happens all the time, RB's do it all the time which is why I think the NFL cannot legislate helmet to helmet hits out of the game.
Hits are going to happen and it sucks when a safety makes a great play to break up a ball but ends up contacting helmets when both guys are in the air and the O ends up getting a 15 yard flag and extending drives.
