They cant stop him from leaving if he wants to force the issue. There have been several articles that say a Donald contract is not a priority for LA. If they are not going to make him the highest paid non-QB in the league, they need to get something from him now. Maybe they think they can make the Super Bowl this year and just keep him. In LA, Donald's situation is far from settled.
And your post doesn't address my question as to why compensation hasnt been announced.
