There has to be sufficient clearance for them to get in and out in case of an emergency and for people to exit so if he's blocking the right of way or creating an unsafe situation he might get management to act. Tell your wife that sliding him a wad of $cash$ would help too.

I don’t think you can play the safety card here. The fire evacuation procedure in these buildings is to walk out via the stairs. No one is supposed to be driving during a fire and emergency vehicles do not enter the garages for a variety of reasons.
