If you steam the wings first, do they get rubbery? Or does frying take that away?

I seriously hate to when people bring wings to a potluck in a crock pot. Makes them rubbery and inedible.

Same thing with a pizza place here that has great wings. But it is only delivery or take out. You never want them delivered because they get rubbery. If you pick them up they're better, but I can still tell.
