It is highly irregular that a healthy retire is still paid as if on the roster. Once retired, your contract is void. I'm pretty sure it's not allowed.
If Keesum retired after this season....his total signing bonus accelerates against the cap. Donks can go after him to recoup what ever amount of the 2019 portion that was guaranteed and it would get erased from the cap hit.

Horseface waltzed out getting paid for 2 seasons when he wasn't even on the team. It was designed this way so the Donks could push as much money as immediately needed to Horaeface's future years...he knew when he was going to retire. It was a sham..
