For me, it was Bettis, Dungy, and Terrell Davis or Olandis Gary or whoever that was. But Bowlen? Bowlen is a joke. Even if you try to look up his "accomplishments" the only thing he did was write checks. Yeah, the Broncos were awarded three badly tainted Super Bowl trophies purely because Bowlen was unethical, so if their criteria is to reward cheaters who damaged the game, then I guess he's in. But he never did anything worthwhile. He never led expansion efforts or shepherded rules changes or even served as a prominent face in the league. All he did was hire accountants to cheat, and pay John Elway under the table.
And on top of that, his team is becoming a dumpster fire as his various children from different mothers fight for ownership, because he appointed a bunch of greedy idiots to serve as his management committee. The kids are all fighting and suing and everything else now because he wasn't smart enough to define a succession path. He left his franchise in worse shape than when he got it. (And on that note, the guy he bought it from even sued him for breaching the purchase contract.)
The ONLY reason that garbage human is going in is because all of the owners know the pattern. If he goes in, then every other owner will go in.
But going back, I first knew the Hall of Fame was being diluted when Charlie Joiner got in. Charlie Joiner? The guy never scared anyone on the football field. He had a long career and congratulations to him for that, but he was never more than a mid-tier receiver.
