I think it started a long time ago when someone got a burr in their saddle over something, and would create an account, post gay porn, get banned, create another account, repeart, . . . like 20-30 times a day.
Rather than monitor it vigilantly from then on, they just set minimum board participation benchmarks.
Stick around, say some stuff, the restrictions will slough off quickly and painlessly.
