Country House won because he was second. The first place horse (max. security) clearly contacted another horse and caused several to get jumbled and lose momentum. Knocking Country House even further outside. He finished second on his own, but since Maximum Security was DQ'd - the second place horse won. Any other horse could have finished second and second would have been declared the winner.
