What are these 'infractions' and how can I go about becoming someone that gives them?

I mean, I can report a post by clicking the little yield sign with the exclamation point, but I save those bullets for links to the KC Star.

Is there some other super secret poster power that I can get? Because the ability to give infractions sounds very badass.
