It in fact does NOT say that anywhere. It says
if an investigation determines a player committed a violation.
That in no way equals "The commissioner suspects".
There is a very real reason the NFL uses 3rd party investigators. For example the NFL used 3 seperate 3rd party investigators in the Zeke case.
