This offseason is definitely the time for Elway to "bottom out." I could see him trading Von and Sanders and letting Harris walk. He'd spend the resources completely retooling the offensive line.
It still leaves him without a QB as well as most or all of his defensive leadership, but he'd at least be able to run the ball and protect whatever shitass QB he trots out there, whether that's Flacco or that dweeb Lock. Or maybe even some other veteran he overpays for (like Matt Moore lol!)
But, I still don't think that's a bad enough team to TRULY bottom out and land Lawrence. They would need some spectacular coaching incompetence and players quitting on the team like what happened with Romeo in order for that to take place. Either that or he'd need to have a Dolphins-like fire sale. That means trading away Chubb or any of the defensive starters. Perhaps Sutton or whatever the **** Denver claims their best WR to be. Like... a full on bottom-the-****-out tank job. Miami Dolphins-style. And do it a week before the season starts.
THEN they might be able to land Lawrence.
