Don't get me wrong, I'm generally fine if the team decides to start him, and I do admit that it would be somewhat unusual to have him active but not starting. I just don't think that it's this completely wild idea that isn't worth consideration.
I also think it's important to point out that the questions of "Can he effectively play the game?" and "Is he likely to be reinjured if he takes a hit in the knee?" are completely separate in this case. Yes, he'll be able to move and throw pretty normally. It's purely a matter of risk mitigation.
