Tests are generally graded two ways: sensitivity and specificity.
Sensitivity is how good are you at determining the true positives (a scan that actually finds cancer in someone that has it). If they aren't very good, then you end up with a lot of false negatives--which is likely happening with the COVID tests
Specificity is the ability to rule out people that don't have a disease. In this case, finding a true negative--being sure that you don't have cancer.
