I think the point of clarification is just what it means for a vaccine to be "ready"? I'm by no means an expert, but here's the scale of readiness to me:
- Does it work?
- Can it be administered easily?
- Can it be mass produced at a volume sufficient for vulnerable populations?
- Can it be mass produced at a volume sufficient for the overall population?
- At a price that makes it viable for the U.S.?
- At a price that makes it viable in developing countries?
I think #1 is almost a certainty - there are plenty of options in progress. #2 can likely be accomplished by the fall.
It's #3-#5 that I'm less sure of. And #6 is a big question mark.
