I'm speaking as someone who works in healthcare and thinks it's reeruned that high population areas are already opening. Some people are putting their lives on the line to care for someone who thinks they need to socialize or go to the beach. This is hardly controlled right now. Rural areas are a different story and could likely open up soon and continue to track data for the rest of us.
Social distancing has in fact worked and we cannot stayed closed forever. Easing restrictions in low population areas first with an actual plan would be a good start. Too bad no one has produced a well thought-out plan....
