If you go on straight measurements and shorts yea. Herbert looks like he should be the guy. 6'5, thick frame, mobile, big arm, college major that requires a brain....but then he plays and he sucks, he looks like an elite prospect and plays like Derek Carr.
Tua is undersized and injury prone but his game stuff is far superior to Herberts.

Because when you watch their bad plays and compare their physical skill sets Herbert is better. Period.
Tua shrinks in the pocket. He plays smaller than his size. His arm is good, but it's not special. He's great at throwing to wide open guys from a clean pocket. But watch his throws under duress. He rarely completes those difficult throws. I think he's a game-manager type talent that will be the 3rd or 4th Qb taken off the board.
Tua also had the luxury of throwing to 3 1st round WR's and an O-line featuring a top 10 LT.
And no, you can't just dismiss how injury prone he is. He really is injury prone. And he doesn't protect himself well from getting hit either.
