Irony ...the very measures we took to prevent hospitals from being overrun may very well lead to many of them closing for good.

Getting back to normal as soon as possible was also a goal of the measures and hospitals will be the last ones with that ability.So obviously hospitals will still need to deal with this for a while which is why you still want people to be some what responsible so the hospitals can do elective surgeries and out patient services.
Hospitals up here need to meet specific criteria before they can open things up and the longer covid cases keep coming in the longer that will take.
