Sort of... from what I've read of Arizona/Mexico crossings, it's no harder to get into Mexico than pre-pandemic times and Americans have gotten stern lectures from the US border patrol for re-entry after vacationing, but have no issues getting back in.

I assume the US is taking it more seriously, but it's probably not difficult to say travel is essential, either.
