I mean...the on-water floating city basically means you live on an island. I'll go with that. Sunshine, shorelines. I can walk and breath and feel the sun on my skin without the need for a space suit or air tank. The only competitor is the cloud city. I'm sure it'd be cool for a couple of days, but if we're talking living someplace indefinitely I'll take the floating ocean city.
