This is most likely correct. However if a ROOKIE offensive player is rated #1 at his position, including ALL other players,Veterans and Pro Bowlers.
How does that rookie NOT win OROY?
They end up giving it to Mac Jones? Maybe ranked 10 or 12 at his position? Probably...
