Yes, of course.
It's all well and good to be having fun, but, IIRC, he was flagged for taunting early in his career when he threw up the peace sign
at a specific player. Then he started just throwing up the peace sign in general on the way to the end zone to save himself the penalty, which was smart. Last year he started that ridiculous shit, back flipping into the end zone, leading to the whole Winfield peace sign in the Super Bowl.
Tyreek took it too far and was the biggest reason they decided to enforce this new policy.
