We can't just keep massaging the cap and then spending up to it.

I kind of think it's designed to just keep restructuring his roster bonuses and pushing the money forward until his huge roster bonus in 2027 or until the gambling money affects the cap.
He's only carrying 16.7M in prorated bonuses through 2022,2023, and 2024.
You would make his 23-26+ cap hits escalate by $5M each by restructuring as I suggested. My guess would be that they plan to pay the piper and not escalate when the balloon from gambling money hits the cap.
