Add lead with the crown of your helmet to the list. A DB does it and flags fly, carry a ball and you can use the crown of your helmet as a weapon all you want. Initiating contact using said helmet, sometime helmet-to-helmet, and it's all good because you are carrying the ball.
What if nose tackle even touches a QB's helmet? "Crime of the century"....
Player safety reigns supreme? I think not... I'm not saying they aren't at all concerned, but their "concern" seems to end at any point when scoring might be made a little more difficult, or offenses are generally had their goal of scoring made more difficult.
