This. I don't think there is a intentional bias. One can argue that some refs are unintentionally bias to love guys like Tom Brady and the likes, but there is no conspiracy that it is rigged or that team x must win. The refereeing has been horrendous this year. The solution is in the booth. You can add 60 bodies to review video quickly every week. If there is a clear blown call it can be quickly advised to the ref crew before the ball is snapped next. It won't catch everything but it would really help the egregious calls be picked up or overturned.
The biggest problem with refs is the feel the need to make calls instantaneously instead of reflecting on what they've seen. It's human intuition to react to flailing bodies and movement regardless of causation. That is why flopping in basketball is so effective - and also when WR's have to "give up" on the play and fall down hoping for a flag.
