The Rooney Rule is unlikely to violate Title VII of the Civil Rights Act of 1964 because it does not involve a quota. Affirmative action efforts to promote diversity (a good thing, IMO) have been held to be legally acceptable so long as they don't involve rigid quotas.
A requirement to interview does not lead to a requirement to hire a minority. Yes, some of these interviews are token interviews, but some of them are not and minority coaches have gotten hired. Even if someone is brought in to fulfill requirements for the Rooney Rule, an interviewee can still impress enough to be considered more seriously when there is another opening in that organization.
