The rule punishes and rewards based on interviewing and hiring minorities. You can promote interviewing minority candidates but I'm not sure you can punish a team for not interviewing a minority candidate and I certainly don't think you can't reward a team for hiring a minority candidate. No one has pushed the issue yet but it will happen.
