It's not the proof you think it is. It's potentially proof (no documentation has been provided yet) of the dolphins tanking so they can get a higher draft pick.
The dolphins are part of the NFL but they aren't the entire NFL. There has been no proof that Roger goodell or anyone one associated with the NFL proper told them to do this.
