Dude just stop. If your newly hired GM gets overruled on his first decision that he demanded he had control over before taking the job you think that relationship is going to go well.
You are making excuses to fit your narrative and ignoring the actual reporting on it and the word from Poles own mouth.
I don't know how many people you have hired to manage other people but that not how shit gets done successfully. I cant imagine an owner telling him no on his first coaching hire.
